When the ink is drying on the pad before any transfer is taking place, is caused by the solvent (thinner) evaporating before the transfer. To corrct this you can used a "slower" thinner which will evaporate slower, giving you more time, or you can speed up the machine, and the last option is to run your ink thinner.
